The up-bringing of well-educated citizens who are aware of their rights and obligations is one of the cornerstones of success and stability for a modern open democratic society. Civic or citizenship education has been introduced as a subject in many European countries to provide the foundations for this. The current project built on the previous EU-funded project, Education for Democracy in Ukraine (2000-2002), and supported the consolidation of civic education nationally within the new 12-year secondary education system.
The project started in March 2005 and ended on March 2008. Four pilot oblasts were chosen by the Ministry of Education and Science , with 25 schools each: Kyiv City, Kherson, Volyn and Vinnitsya.

| Target groups |
The Ministry of Education and Science of Ukraine was the Project Partner. Target groups included students and teachers, Pedagogical Universities and In-service Teacher Training Institutions, pilot schools and their management teams and local educational authorities and the community. The project also worked closely with regional education authorities, the National Academy of Sciences of Ukraine, the Academy of Pedagogical Sciences of Ukraine, and the Civic Education, History and Social Sciences Teachers' Associations. |
| The project also worked with other projects and programmes, especially the World Bank Equal Access to Quality Education in Ukraine, the CIDA Building Democracy and the Tacis Tempus True Assessment (TRAST) projects. |

| Project components |
| Working groups were set up to implement the activities within each main project component: |
| - curriculum content (a review of existing programmes and the continuity between stages of education) |
| - materials development (teaching and learning materials) |
| - teacher training (pre- and in-service teacher training for specialist teachers of civic education and a short cross-curricular course) |
| - community development and extra-curricular activities (mini projects for pilot and other schools) |
| - special needs education (starting with a needs analysis); |
| - social equity and equal opportunities. |
